This paragraph discusses the purpose of writing this letter. It answers the question why is the employee being let go? What happened over the course of time, what is the company policy on this, how was the employee given assistance and what other things led to this tough decision.

The last paragraph or the conclusion states what benefits were given to the employees and should make it clear that those will be available to him/her till the time of their dismissal. If the employee is supposed to return any items, then they should also be mentioned here.
